8/31/2022 UPDATE: Phase 2 of River Bend Apartments is underway! 5 existing apartments that have served the Stowe and Morrisville communities well over the years are under renovation. We're working with Millbrook Building & Remodeling and S2 Architecture on the design and renovation. As of late August, the Morrisville apartments on Hutchins Street are about ready for lease up. We are partnering with the United Way of Lamoille County to place families coming out of homelessness through the New Foundations Program. LHP is currently accepting rental applications for River Bend Apartments.

Stowe Celebrates the Opening of New Affordable Apartments Located in Stowe Village

Ribbon cutting also represents the official kick-off of Phase 2

Tuesday, June 14, 2022 [Stowe, Vermont] – Tuesday morning brought together residents, funders, community members, local legislators and two affordable housing organizations to celebrate the completion of 9 new homes and to officially kick-off the second phase of River Bend Apartments.

River Bend Apartments represents the first opportunity that Lamoille Housing Partnership (LHP) and Evernorth have had to develop affordable housing in Stowe in 10 years. These energy efficient, affordable homes will provide much-needed housing and combine both preservation of existing apartments and new construction in order to best meet the needs of the community. On Maple Street in Stowe, the LHP/Evernorth partnership is celebrating the completion of 9 new apartments and the start of renovations to preserve 5 existing apartments that have served the community well over the years. The apartments will remain perpetually affordable. In Morrisville, renovation work is underway on a newly acquired duplex located on Hutchins Street. Both apartments, one with 2-bedrooms and one with 3-4 bedrooms, will be reserved for households facing homelessness.

Lamoille Housing Partnership and Evernorth partnered to purchase the four buildings, now named River Bend Apartments, 3 in Stowe and 1 in Morrisville. Today, the ribbon was officially cut at 607 Maple Street, a turn-key project that was developed by Graham Mink. The two buildings on either side of the newly constructed 607 Maple Street, 605 and 635, as well as 6 Hutchins Street in Morrisville, will be renovated by Millbrook Building & Remodeling. The project architect is Steve Schenker of S2 Architecture.

"River Bend Apartments is a shining example of what is possible in our communities through successful collaboration between private and nonprofit developers, towns, and housing advocates, as well as strong state and federal resources. Now, nine households are finding a sense of safety, stability and comfort as they settle into their new homes in Stowe, grounding feelings that we all can understand. LHP is deeply grateful to all who are with us in this work,” said Jim Lovinsky, Executive Director of LHP.

Funding totaling $5.7 million was raised from numerous sources to cover the total development costs of the project. Union Bank provided the equity in this project, investing over $1.5 million through the Low Income Housing Tax Credit program which is administered locally by the Vermont Housing Finance Agency (VHFA). The Vermont Housing & Conservation Board provided $3.2 million in funding.  The VHFA is providing the permanent loan as well as funding from its Vermont Housing Investment Fund. Other sources of funds include the Vermont Community Development Program through the Town of Stowe.

River Bend Apartments: First Look!

Phase 1 of the River Bend Apartments project in Stowe and Morrisville is complete! The project, a mix of new construction and rehabilitation of existing buildings adds 16 income eligible, affordable rental apartments to Stowe and Morrisville.

Phase 1 is new construction, and adds 9 affordable housing opportunities to Stowe on Maple Street. Resident move ins are scheduled.

4 of the 9 new apartments provide a direct path out of homelessness into housing - these units are reserved for folks with no home.

Phase 2 is renovation and rehabilitation. Renovations have begun at #6 Hutchins Street in Morrisville, another building that is part of this project. LHP and our development partner Evernorth will oversee the rehabilitation phase of the project.

Once Phase 2 is complete, a total of 16 income eligible, affordable rental apartments will be added to Stowe and Morrisville.

2/2/2022 UPDATE:
LHP and our development partner Evernorth closed on River Bend Apartments! We are the proud owners of #605, #607, and #635 Maple Street in Stowe and #6 Hutchins Street in Morrisville. When the rehabilitation phase of the project is complete, a total of 16 income eligible, affordable rental apartments will be added to Stowe and Morrisville. Next month, River Bend's first residents will move into the 9 newly constructed apartments in Stowe. 4 of these apartments are providing a direct path out of homelessness for the incoming residents. We anticipate rehabilitation efforts of the existing buildings to begin soon. LHP is currently accepting rental applications for River Bend Apartments.

1/5/2022 UPDATE:
LHP and our development partner Evernorth anticipate closing on the properties in January with lease ups beginning in February for the completed, newly constructed building. The rehabilitation work of the existing multifamily homes adjacent to the newly constructed building will be overseen by LHP and Evernorth; the work is slated to begin in January. LHP is currently accepting rental applications for River Bend Apartments. More information forthcoming.

Collaboration & Advocacy Close Housing Gaps

Located on Maple Street in Stowe, River Bend Apartments adds 16 income eligible, affordable rental apartments to the community - 14 units are located in Stowe, while an additional 2 units are located in Morrisville.

The income eligible apartments will be rented to households who earn 30% to 120% of the area median income, or about $12 to $15 at an hourly wage. 6 of the 16 total apartments will be designated for households who have endured homelessness.

River Bend's monthly rental rates range from $680 for a studio apartment to $993 for a three-bedroom apartment including heat and utilities. For comparison, similar apartments in the area at Fair Market Rate (FMR) average $788 to $1,264 per month to rent and often exclude heat and utilities. A Craiglist search for apartments within 7 miles of Stowe during the last week of October 2021 turned up just two results that exceed FMR, ranging from $1,500 to $2,500 per month excluding utilities.

The first residents are expected to move in in December 2021.

Project funding sources include Low Income Housing Tax Credits and Homelessness Relief Funding from the Vermont Housing & Conservation Board (VHCB.) More information regarding the project’s cost of development can be viewed here.

Riverbend Apartments is a “turnkey," rapid action development opportunity made possible by collaborative efforts with local private developer Graham Mink to address the concerning lack of affordable housing options in Stowe. Compared to the overall stock of affordable housing in Lamoille County, Stowe currently has the lowest density of affordable housing.

Integral to this project's advancement was strong advocacy from Stowe residents and business owners who spoke in support of the project, and partnership with the Town of Stowe who will apply for additional project based grant funding from the Vermont Community Development Program on behalf of LHP. If awarded, this funding with further preserve and enhance the affordability of the apartments for all future residents.
